Circle calls for fair and unified US stablecoin regulation

Circle urges fair US stablecoin regulation under GENIUS Act

Circle Pushes for Fair Stablecoin Regulation in the United States

Stablecoin issuer Circle has urged US authorities to establish a level regulatory playing field for both banks and non-bank institutions under the forthcoming GENIUS Act. The company submitted formal comments to the US Treasury as part of public consultations on the new stablecoin legislation.

Equal rules for all market participants

In its statement, Circle emphasized that fairness and consistency should define the upcoming regulatory framework. “Banks, non-bank lenders, domestic and international issuers must follow the same rules to protect consumers from regulatory arbitrage,” the company said. Circle’s position aligns with calls from industry associations seeking a unified approach to digital-asset supervision.

Focus on consumer protection and trust

The firm highlighted that transparent oversight will strengthen confidence in the US stablecoin market and support innovation within a clear legal perimeter. Circle believes that any leniency granted to certain categories of issuers could distort competition and expose consumers to unnecessary risks. Equal treatment, it argued, would ensure that the GENIUS Act promotes both stability and growth in the digital-payments sector.

Global cooperation and market access

Circle also called for clear criteria governing access to the US market and advocated joint supervision with trusted international regulators. According to the company, harmonized cross-border standards are essential for preventing regulatory gaps and maintaining the dollar’s credibility in the global digital-asset ecosystem.

Broader policy implications

Experts note that Circle’s appeal reflects growing tension between traditional financial institutions and fintech firms as Washington shapes the final version of the GENIUS Act. The outcome will determine how USD-backed stablecoins operate within the broader monetary system — and whether the United States can maintain leadership in the global crypto-finance race.
